Gideon has a background in civil engineering and it's said that he has a strong hand in maintaining the infrastructure of the city. Even moreso than Harrison, he frequents any manner of government meeting that would have him, and he's a serial yapper. He's one of the loudest voices pertaining to any sort of legislation, and he's quoted very often in the local papers regarding the law. Notably, he has no background pertaining to law - he's just very quotable and has some pretty unhinged one-liners. Whenever the council gathers to discuss any topic or there's any public forum he's allowed to participate on, he's usually the one leading the discussion - for better or for worse.
